European Council preparations
The Council will prepare for the European Council on 17-18 December 2015 by discussing an annotated draft agenda.
Rule of law and better regulation
Ministers will hold their annual rule of law dialogue established in December 2014.
They will also exchange views on the interinstitutional agreement on better regulation.
Commission presentations and European Semester
Ministers will hear a presentation and exchange views on the Commission work programme for 2016. The Commission will also present the annual growth survey for 2016 and the Luxembourg and incoming Netherlands presidencies will give a presentation on the 2016 European Semester roadmap.
Cohesion policy
The Council meeting on Wednesday 18 November will be dedicated to issues related to EU cohesion policy. The Council will adopt three sets of conclusions:
- The shift towards low-carbon economy: the contribution of the European structural and investment funds
- 25 years of Interreg: the contribution of the structural funds to cross-border and trans-national cooperation
- Simplification: priorities and expectations of member states in the field of the European structural and investment funds
