Commission action plan on building a capital markets union
The Council is expected to adopt conclusions on the Commission action plan on building a capital markets union. The initiative aims to deepen and integrate further capital markets in order to provide new sources of funding for business and help increase options for savers. It should also help to lower the cost of funding and make the financial system more resilient.
Implementation of the banking union
The Council will hear a brief presentation by the Commission on the state of play of the implementation of the legal acts linked to the banking union.
Single resolution mechanism: bridge financing
The Council will hold an orientation debate with a view to a political agreement on bridge financing in the context of the single resolution mechanism.
The mechanism is part of Europe's banking union. Its role is to ensure an orderly resolution of failing banks which belong to the banking union, with minimal costs to taxpayers and to the real economy.
Economic governance
The Council will have a first exchange of views on a package of measures related to further steps in completing the Economic and Monetary Union (EMU).
The package was proposed by the Commission on 21 October 2015. It is a follow-up to the Five Presidents' Report on completing the EMU, adopted in June 2015.
Climate finance
The Council is expected to adopt conclusions on climate finance, in preparation of the 21st Conference of Parties to the United Nations Framework Convention on Climate Change (UNFCCC), which will take place in Paris from 30 November to 11 December 2015.
