Agenda highlights
Taxation
The Council is expected to reach a political agreement on the proposal for a directive on cross-border corporate tax rulings. The draft directive aims at increasing transparency in the assurances given by member states to cross-border companies about how their taxes will be calculated. It would amend the directive 2011/16/EU.
Capital markets union
Ministers will exchange views following a presentation by the Commission on its action plan for building a capital markets union and will exchange views.
European Semester
The Council will discuss lessons learned from the 2015 European Semester process.
Stability and Growth Pact
Ministers will be debriefed on the technical work carried out by the Council's working parties on flexibility in implementing the EU's Stability and Growth Pact rules and will hold a policy debate. The Commission issued a communication to this effect in January 2013.
Implementation of the banking union
The Council will be updated by the Commission on the state of play in implementing the banking union:
- transposition into national law of a bank recovery and resolution directive
- ratification of an intergovernmental agreement on the single resolution fund
- the work of the single resolution board
- transposition of a directive on deposit guarantee schemes
International meetings
Ministers will follow-up on the G20 meeting of finance ministers, which took place on 4 and 5 September 2015 in Ankara and will discuss preparations for the upcoming G20 ministerial meeting, which will take place on 8 October 2015 in Lima, Peru.
