Council Meeting
Employment, Social Policy, Health and Consumer Affairs Council
05-10-2015 - European Convention Center Luxembourg
Social governance in Europe
Ministers will discuss possible changes to the way social issues are taken into account in the European Semester, EU's annual policy coordination cycle.
Their discussion follows a recent publication of the so-called 'Five Presidents' Report', which outlines a plan to deepen the Economic and Monetary Union. The report, which is entitled "Completing Europe's Economic and Monetary Union" was drafted by Jean-Claude Juncker in close cooperation with Donald Tusk, Jeroen Dijsselbloem, Mario Draghi and Martin Schulz.
Social reforms
Ministers will review recent social policy reforms in areas such as pension systems, income support or health care.
They will also discuss social protection priorities for 2016. In this context they are likely to endorse key messages of the report drafted by the Social Protection Committee, an advisory body, which indicates the direction of reforms to be carried out by member states.
Women on boards
The Council will look at the state of play of negotiations over the draft directive that seeks to ensure that women occupy 40% of non-executive board seats on public companies by 2020.
The Council was not yet able to reach an agreement on the draft directive.
