Humanitarian affairs
EU development ministers will focus on humanitarian affairs, in preparation for the World Humanitarian Summit, which will take place in Istanbul on 23-24 May 2016. They will also take note of the work of the UN high level panel on humanitarian financing. This panel was launched by the UN Secretary General in May 2015.
Migration
The Council will also discuss migration, focusing on how development cooperation can help address the current challenges faced by Europe and its partner countries.
EU-ACP
Development ministers will have a first in-depth discussion on the development dimension of the EU-ACP relationship after 2020. This follows the preliminary discussion held by foreign affairs ministers on 12 October 2015.
Gender in development
The Council is expected to adopt conclusions on the EU action plan on gender equality and women's empowerment in development for 2016-2020.
