    On behalf of the Luxembourg Presidency of the Council of the European Union, on 14 December 2015, Jean Asselborn, the Luxembourg Minister of Foreign and European Affairs, chaired the 2nd Accession Conference with Serbia at Ministerial level, which was held on the sidelines of the General Affairs Council (GAC). During this meeting, the first two negotiation chapters - one concerning financial control, the other on the normalisation of relations with Kosovo - were opened with a view to Serbia's accession to the EU.

    EU-Turkey Intergovernmental Conference – Jean Asselborn announces the opening of Chapter 17 on economic and monetary policy

    For the first time in two years, a new chapter of Turkey's accession negotiations has been opened. That was what Jean Asselborn, the Luxembourg Minister for Foreign and European Affairs, announced on 14 December 2015, following an intergovernmental conference between the European Union (EU) and Turkey which took place in Brussels on the sidelines of the General Affairs Council (GAC) held on 15 December. The conference opened negotiations on Chapter 17, on 'Economic and Monetary Policy' bringing the number of chapters opened to 15 out of 35. The Minister welcomed the fact that a 'fresh impetus had been given to this process' thanks to this opening that fits 'within the context of re-energising the accession process', endorsed by the EU-Turkey Summit on 29 November 2015.

    EU signs visa waiver agreement with Colombia

    On 2 December 2015 the EU signed a short-stay visa waiver agreement with Colombia, at a ceremony that took place in Brussels. On behalf of the EU, the agreement was signed by Jean Asselborn, Minister of Immigration and Asylum of Luxembourg and President of the Council, and by Dimitris Avramopoulos, Commissioner for Migration, Home Affairs and Citizenship. On the Colombian side, Maria Angela Holguín, Minister of Foreign Affairs, signed the agreement. The new visa regime provides for visa-free travel for EU citizens when travelling to the territory of Colombia and for citizens of Colombia when travelling to the EU, for a period of stay of 90 days in any 180-day period.

    Jean Asselborn at the 2nd Political Dialogue Meeting at ministerial level between the European Union and the Republic of Angola in Luanda

    Luxembourg's Minister for Foreign and European Affairs, Jean Asselborn, represented the High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini, at the 2nd Political Dialogue Meeting at ministerial level between the European Union and the Republic of Angola in Luanda on 19 November 2015. Within the framework of the cooperation agreement between the European Union and Angola, entitled "Joint Way Forward Angola - European Union", the discussions sought to move the relationship between Angola and the European Union to a higher level by strengthening political dialogue and bilateral cooperation in areas of common interest.

    EU-US Ministerial meeting on Justice and Home Affairs - Final statement

    On 13 November, the EU-US Ministerial Meeting on Justice and Home Affairs took place. This is a meeting held twice a year with the aim to oversee the Trans-Atlantic cooperation to fight terrorism and transnational crime. The United States of America which hosted the event was represented by US Attorney General Loretta Lynch and Department for Homeland Security Secretary Jeh Johnson. The EU was represented by Commissioner for Migration, Home Affairs and Citizenship Dimitris Avramopoulos, Commissioner for Justice, Consumers and Gender Equality Věra Jourová, and the current holder of the Presidency of the Council of the European Union, Luxembourg Deputy Prime Minister Etienne Schneider and Minister of Justice Félix Braz.

    In his speech at the Valletta Summit on migration, Xavier Bettel urges ministers to adopt a

    On 11 November, Xavier Bettel, the Prime Minister of Luxembourg, gave a speech at the opening session of the Valletta Summit on migration acting in his capacity as Head of Government for Luxembourg which currently holds the rotating Presidency of the Council of the EU. In his speech, Xavier Bettel stated that "Europe is experiencing its greatest migration crisis since the Second World War". He also stressed that "relations between our two continents cannot be built upon illegal or irregular migration, affirming his belief that a "two-way" solution must be found on migration. He concluded with an appeal to the African Heads of State and Government: "In view of the scale of the challenge that we are facing, humanitarian and development aid will, however, not be enough to meet the expectations of African youth who are full of hope and ambition. The response they are waiting for lies entirely in your hands, and we Europeans can only assist you in your efforts".

    First Asia-Europe seminar on Sanitary and Phytosanitary Standards (SPS) and food security

    The General Directorate for Health and Food Safety - DG SANTE, together with the European External Action Service - EEAS and the Luxembourg Presidency of the European Council, have organized in Brussels the 11 and 12 November 2015 a two-days seminar on SPS and Food Safety issues. The aim of this seminar was to promote cooperation and coordination with the ASEM countries, on scientific and technical aspects of food security. The importance of food safety in the trade exchanges, especially in a globalized world, between the European Union and the Asian countries was highly underlined.

    12th ASEM Foreign Ministers' Meeting - Climate change, connectivity and security on the agenda

    The 12th Asia-Europe Foreign Ministers' Meeting (ASEM) organised in Luxembourg in the context of the Luxembourg Presidency of the Council of the European Union, ended on 6 November 2015 after a second day of discussions. During the final press conference, the Luxembourg Minister for Foreign Affairs and Chairperson of the meeting, Jean Asselborn, hailed a "very important" meeting during which the discussions tackled a series of priority subjects such as climate change, the Sustainable Development Programme for 2030, the management and reduction of disaster risks, connectivity and the future of ASEM.

    12th ASEM Foreign Ministers' Meeting – Jean Asselborn and Federica Mogherini stress the importance of cooperation between Europe and Asia in tackling shared global challenges

    The 12th Asia-Europe Foreign Ministers' Meeting (ASEM), entitled "Working together for a sustainable and secure future", was held in Luxembourg on 5 and 6 November 2015. The aim of this meeting was to review the commitments made during the Milan Summit in October 2014 and prepare for the 20th anniversary of ASEM, which will be celebrated at the next ASEM Summit in Mongolia in July 2016. On 5 November, the items on the agenda for the first session are climate change, the Sustainable Development Programme for 2030 and the management and reduction of disaster risks; the second session focuses on connectivity and the future of ASEM. On 6 November, during a discussion session, the Ministers discuss international and regional affairs. Henri, Grand Duke of Luxembourg, Jean Asselborn, Luxembourg's Minister for Foreign and European Affairs, and Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy, stressed the need to strengthen cooperation between Europe and Asia in order to tackle common global challenges.

    In his capacity as President of the European Union's Ecofin Council, Pierre Gramegna took part in meetings held by G20 Finance Ministers and Central Bank Governors on 8 and 9 October 2015. Pierre Gramegna, in his capacity as President of the European Union's Ecofin Council, welcomed the adoption of the BEPS rules by the G20 Finance Ministers and insisted on the importance of now ensuring its global, coherent implementation within the spirit of ensuring a 'level playing field'.

    Jean Asselborn is in Istanbul to deposit, on 5 October 2015, the instrument of accession of the European Union to the Trade Facilitation Agreement

    On the occasion of the meeting of G20 Trade Ministers on 5 October 2015, the Minister of Foreign and European Affairs, Jean Asselborn, acting as President of the Foreign Affairs Council (Trade) will travel to Istanbul in order to transmit to the Director-General of the World Trade Organization, Roberto Azevedo, in the presence of the European Commissioner for Trade, Cecilia Malmström, the instrument of accession of the European Union to the Trade Facilitation Agreement finalised during the 9th WTO Ministerial Meeting in Bali in December 2013.

    Initialling of the

    Under the Luxembourg Presidency of the Council of the European Union, on 8 and 9 September 2015 a meeting of senior officials of the European Union and the United States was held within the context of Justice and Home Affairs. The so-called "Umbrella agreement" was initialed on the margins of the meeting. This framework agreement governs the conditions for transferring and processing personal data in the field of policing and criminal law. First and foremost, it aims to protect personal data transferred between the EU and the United States. The initialling of the agreement represents great progress after over four years of negotiations.

    Pierre Gramegna attended the meeting of G20 finance ministers and central bank governors held in Ankara on 4 and 5 September 2015.
