    On 18 December 2015, the Permanent Representatives Committee (Coreper) endorsed an informal deal struck with the European Parliament on the first rules to strengthen the security of network and information systems across the EU. The network and information security (NIS) directive will increase cooperation between member states and lay down security obligations for operators of essential services and digital service providers.

    On 16 December 2015, under the Luxembourg Presidency and subject to the European Parliament and Council formal vote, the Special Committee on Agriculture (SCA) approved a final compromise on a proposal for regulation on school milk, fruit and vegetables scheme. The Council and the European Parliament representatives identified the overall compromise during a trilogue meeting held on 10 December. On the same occasion the SCA approved a Council Regulation on the same subject, which completes the school scheme, notably as regards the fixing of the EU aid.

    Agriculture and Fisheries Council – Agreement on fishing quotas for 2016 in the Atlantic and the North Sea and fishing opportunities applicable to the Black Sea

    The EU's Fisheries Ministers met in Brussels on 14 and 15 December 2015 for the "Fisheries" part of the last Agriculture and Fisheries Council chaired by Fernand Etgen, Luxembourg Minister for Agriculture. The Ministers agreed on the allowable catches for 2016 in the Atlantic and the North Sea and adopted a political agreement on fishing opportunities and quotas for next year in the waters of the Black Sea. Fernand Etgen hailed a "strong and fair agreement" at the press conference held after the Council meeting. He added that "the agreement drawn up by the Luxembourg Presidency, in cooperation with the European Commission, is important both for the sustainability of stocks and the fisheries economy in the countries concerned", stressing that it is a compromise in line with the aim of the Common Fisheries Policy (CFP): fishing within the maximum sustainable yield.

    Agriculture Council – Sustainable agriculture, school fruit, vegetables and milk schemes and the difficulties in the pig meat sector on ministers' agendas

    The EU's Agriculture Ministers met in Brussels on 14 December 2015 for the last Agriculture and Fisheries Council organised under the Luxembourg Presidency. Chaired by Fernand Etgen, the Luxembourg Minister of Agriculture, the Council discussed sustainable agriculture, forestry and fisheries in the bio-economy. The Presidency also informed the Council about the progress of work regarding the proposals for school fruit and vegetables, bananas and milk schemes. Finally, Ministers considered the deteriorating situation in the pork sector.

    TTE Telecommunications Council – EU regulations on telecommunications, network and information security and web accessibility at the heart of the discussions

    European Ministers for Telecommunications met in Brussels on 11 December 2015 to discuss telecommunications at the Transport, Telecommunications and Energy Council (TTE). The Council, chaired by Xavier Bettel, Luxembourg Prime Minister and Minister for Communications and Media, focused on the EU review of telecommunications, network and information security and web accessibility. The European Commissioner for Digital Economy and Society, Günther Oettinger, also informed the Ministers about ongoing negotiations relating to the telecommunications / Information Society in the framework of the Transatlantic Trade and Investment Partnership (TTIP).

    On 10 December 2015, the Council adopted its position at first reading on directives on railway safety and interoperability, and a regulation on the European Railway Agency (ERA). Together, these legislative acts make up the technical pillar of the fourth railway package. To conclude the procedure, they still need to be formally approved by the European Parliament at second reading.

    On 10 December, François Bausch, the Minister for Sustainable Development and Infrastructure, will chair the 'Transport' Council in Brussels. The Council will hold a policy debate on social aspects of road transport. The Luxembourg Presidency want to canvass the point of view of Member States on current legislation and on the best means of ensuring that it is interpreted harmoniously and applied across the board. The Commission intends to present new initiatives in 2016. During their working lunch, the ministers will discuss the issue of road safety. In the afternoon, the Council should adopt its position at the first reading on the three pieces of legislation that form the technical pillar of the fourth railway package. Furthermore, the Commission will present the air transport package called 'An Air Strategy for Europe' and report on the latest state-of-play for work concerning transport safety.

The Council was chaired by François Bausch, the Luxembourg Minister for Sustainable Development and Infrastructure.     First EU-wide rules to improve cybersecurity: deal with the European Parliament

    On 7 December 2015, the Luxembourg presidency of the Council reached an informal agreement with the European Parliament on common rules to strengthen network and information security (NIS) across the EU. Xavier Bettel, Luxembourg's Prime Minister and Minister for Communications and the Media, and President of the Council, said: "This is an important step towards a more coordinated approach in cybersecurity across Europe. All actors, public and private, will have to step up their efforts, in particular by increased cooperation between member states and enhanced security requirements for infrastructure operators and digital services".

    54th meeting of COSAC – The national representatives discussed the strategy for a digital single market in Europe

    The representatives of national parliaments of EU Member States who met in Luxembourg on 30 November and 1 December 2015 for the 54th meeting of COSAC chose to close their first working day with a discussion on the strategy for a digital single market in Europe. On this occasion, the European Commissioner for the Digital Single Market and Commission Vice-President, Andrus Ansip, presented this initiative launched by the European Commission on 6 May 2015. The objective of the initiative is to break down regulatory barriers in the digital age and to transform the 28 national markets into a single online market. Following the speeches given by national MPs, the Commissioner welcomed a 'large consensus' with regard to the establishment of the digital single market in Europe.

    TTE Council – Energy Ministers adopt conclusions on Energy Union governance and reach an agreement on energy efficiency labelling

    EU Energy Ministers met in Brussels on 26 November 2015 for a Transport, Telecommunications and Energy Council (TTE) devoted to energy issues. The meeting, chaired by Étienne Schneider, Deputy Prime Minister and Minister for the Economy, resulted in the adoption of conclusions on Energy Union governance and a general approach to the proposal for a regulation establishing a framework for energy efficiency labelling. Ministers also held an orientation debate on a new energy market design.

    On 26 November 2015, the Deputy Prime Minister, Economy Minister Étienne Schneider will chair a meeting of the 'Energy' Council in Brussels. During the meeting several pillars of the EU's Energy Union be discussed: Energy Union governance, the new organisation of the electricity market and energy efficiency, more specifically, new product labelling.
