    EUNAVFOR Med - EU agrees to start the active phase of the operation against human smugglers and to rename it

    EU Ambassadors within the Political and Security Committee agreed to start the first step of the second phase of the operation as of 7 October 2015 and approved the corresponding rules of engagement. The EU naval operation against human smugglers in the Mediterranean will be able to board, search, seize and divert vessels suspected of being used for human smuggling or trafficking on the high seas, in line with international law. The Political and Security Committee also agreed that EU NAVFOR Med should be renamed "Sophia" after the name given to the baby born on the ship of the operation which rescued her mother on 22 August 2015 off the coast of Libya.

    Extraordinary Justice and Home Affairs Council on 22 September 2015

    On behalf of the Luxembourg Presidency of the Council of the European Union, the Minister for Immigration and Asylum, Jean Asselborn convenes an extraordinary "Justice and Home Affairs" Council on 22 September 2015 in Brussels. This extraordinary JHA Council intends to provide the follow up of the meeting of 14 September. On this occasion, the Presidency wants the Council to adopt a Decision on a provisional mechanism for the relocation of 120.000 persons in need of international protection from Member States exposed to massive migratory flows.

    Extraordinary JHA Council – The Ministers adopted by a qualified majority the provisional mechanism for the emergency relocation of 120,000 persons in need of international protection

    The European Ministers for Home Affairs or Immigration adopted by a qualified majority the temporary mechanism for the emergency relocation from Italy and Greece of 120,000 persons in need of international protection, during an extraordinary "Justice and Home Affairs" (JHA) Council held in Brussels on 22 September 2015. During a press conference, Jean Asselborn, Luxembourg's Minister for Immigration and Asylum, who chaired the Council, outlined that the agreement on this "temporary" mechanism, proposed by the European Commission on 9 September 2015, was reached by "a very large majority" and "went beyond that required by the Treaties". The relocation will benefit Italy and Greece, but not Hungary, which did not wish to participate in the mechanism.

    Environment Council - Ministers adopt a

    The EU's Environment Ministers adopted conclusions at a Council which took place September 18, 2015 in Brussels on the EU's mandate for the UN Conference on Climate Change to be held in Paris at the end of the year. The mandate stresses the importance of an " ambitious and durable legally binding agreement in Paris" applicable " to all Parties ". The text calls for a reduction in greenhouse gas emissions by 50% by 2050 and to achieve zero emissions by 2100. The Council reached an agreement on a " strong, ambitious and responsible " European mandate that will allow the European Union (EU) to " show leadership " and to " facilitate a global agreement that is acceptable to all ", said Carole Dieschbourg, the Luxembourg Minister who chaired the Council.

    The Luxembourg Minister for Immigration and Asylum Jean Asselborn appealed not to exclude the countries of Višegrad, while emphasizing solidarity, in an interview with German ZDF Television of September 15, 2015. "Effort should be made to engage them and encourage them to promote solidarity", he said, in the wake of an extraordinary Justice and Home Affairs Council (JHA) convened by the Luxembourg Presidency to find a response to the unprecedented scale of the refugee crisis.

    Relocation of 40 000 refugees from Greece and Italy agreed by Council

    The JHA Council adopted on 14 September 2015 a decision establishing provisional measures in the area of international protection for the benefit of Italy and Greece. This decision establishes a temporary and exceptional relocation mechanism over two years from the frontline member states Italy and Greece to other member states. It will apply to persons in clear need of international protection who have arrived or are arriving on the territory of those member states as from 15 August 2015 until 16 September 2017. Jean Asselborn, Luxembourg's Minister for Immigration and Asylum and President of the Council said: "I am delighted that the Council has now been able to adopt this Decision. This is an important political message".

    EUNAVFOR Med: Council adopts a positive assessment on the conditions to move to the first step of phase 2 on the high seas

    On 14 September 2015, the General Affairs Council chaired by Jean Asselborn, Luxembourg Minister of Immigration and Asylum, adopted a positive assessment that the conditions to move to the first step of phase two on the high seas of EUNAVFOR MED have been met, the naval operation having fulfilled all military objectives related to phase 1 focusing upon the collection and analysis of information and intelligence.

    European Ministers responsible for Home Affairs or Immigration met in Brussels on 14 September 2015 for an extraordinary session of the Justice and Home Affairs Council devoted to the European Union's response to the current unprecedented levels of migratory movements and the refugee crisis it is currently experiencing. During this meeting, the Ministers established "an agreement in principle" on the proposed emergency relocation of 120,000 people in need of international protection, without going into detail about how these people will actually be distributed between Member States. The JHA Council also formally adopted its decision concerning the relocation in the EU of 40,000 asylum seekers who have arrived in Greece or Italy.
