    The 28 Member State National

    The 28 National "Drugs" Coordinators from the Member States visited the Abrigado Centre in Luxembourg on 29 September 2015, as part of their visit to Luxembourg. Established in 2005, this centre has offered a consumption room for drug users and a night shelter, medical care, washing machines and wardrobes. The concept is not yet widespread across the world: there are consumption rooms in five other EU Member States.

    EU National Drug Coordinators Meeting -

    Under the Luxembourg Presidency of the Council of the European Union, the National Drug Coordinators from the 28 Member States met in Luxembourg on 28 and 29 September 2015. Under the heading "Drug prevention: a global concept with converging objectives", the forum is calling for the diversification of efforts to combat drug use which continually poses new challenges. The forum was opened on Monday 28 September by Minister for Health, Lydia Mutsch, and chaired by Luxembourg's National Drug Coordinator, Dr Alain Origer.

    Informal meeting of Ministers of Health – Dementia and healthcare for migrants on the agenda of the Ministers' discussions

    EU Health Ministers met in Luxembourg on 24 and 25 September 2015 for an informal meeting devoted to dementia, healthcare for migrants and the impact of the cross-border healthcare directive on mobility and patients' rights, as well as the impact of trans fatty acids in foods.The Luxembourg Minister for Health, Lydia Mutsch, who chaired the meeting, highlighted during a press conference that dementia constitutes "a real socio-economic challenge, which seriously tests the viability of our healthcare systems and requires a multi-sectoral response".

    Informal meeting of Ministers of Health devoted to dementia, the refugee crisis and the cross-border healthcare directive

    Informal meeting of Health Ministers - the prevention of dementia is a priority for the Luxembourg Presidency

    The Luxembourg Health Minister, Lydia Mutsch, who is chairing the informal meeting of EU Health ministers on 24 and 25 September 2015, emphasised that dementia is one of the health priorities of the Luxembourg Presidency of the Council of the European Union. "We really insisted on putting the subject on our Presidency agenda, because 47 million people are affected worldwide, including 6 million in Europe", she said upon her arrival at the meeting.

    Medical devices: Council mandates presidency to start talks with European Parliament

    On 23 September 2015, the Permanent Representatives Committee finalised the Council's position on two draft regulations aimed at modernising EU rules on medical devices and in vitro diagnostic medical devices. This allows the Luxembourg presidency to start talks with the European Parliament with a view to reach an agreement as early as possible. "Previous contacts with the European Parliament have made it clear that the Council and Parliament pursue the same objectives: to work towards creating a solid legal framework which will allow patients to access safe and high quality medical devices while creating the necessary conditions for a competitive and innovative EU market", said Lydia Mutsch, minister for health of Luxembourg and President of the Council.

    Consumer and Competition Day - Digital Single Market and Geoblocking at the centre of the first round table

    The Consumer and Competition Day took place in Luxembourg on September 21, 2015. This was an event organised by the Luxembourg Presidency. The conference, which was focused on strategic priorities for a digital market, put forward by the European Commission on May 6, 2015, brought together representatives from the Commission, the European Parliament, competition authorities and Member State authorities , business representatives and also consumer associations. Geoblocking and improvements to access to digital goods and services for consumers and businesses were at the centre of this first round table.

    Consumer and Competition Day – Online platforms and their growing role as marketplaces at the heart of the second round table

    After a first round table devoted to geoblocking, the second part of the Consumer and Competition Day, held on 21 September 2015 in Luxembourg, focused on online platforms and their role as "marketplaces". Such platforms, the importance of which is found to be growing for the future digital single market, fulfil a variety of functions (online shops, social networks or price comparison sites) but raise questions about their nature (retailers, intermediate service hosts), their liability in the case of disputes and possible distortions of competition.

    Meeting of the “High-Level Group on Gender-Mainstreaming

    In the context of the Luxembourg Presidency of the Council of the European Union, the "High Level Group on Gender Mainstreaming" (HLG) met in Luxembourg on 17 and 18 September 2015 for its half-yearly meeting. The HLG comprises senior officials from the 28 European Union Member States which all have an extensive expertise in the field of gender equality. The meeting enabled, among other things, a review of the priorities concerning equality in the context of the declaration of the Trio of Italian, Latvian and Luxembourg Presidencies.

    On the 30th anniversary of the first action taken in the fight against cancer, an official ceremony, entitled "30 years of EU action against cancer" and organised jointly by the European Commission and the Luxembourg Presidency of the Council of the EU, was held in Luxembourg on 15 September 2015. This event, attended by the Minister for Health, Lydia Mutsch, and the European Commissioner for Health and Food Safety, Vytenis Andriukaitis, provided an opportunity for numerous invited specialists to assess the successes achieved and to debate the future action to be taken within this context.

    Lydia Mutsch has presented an EU declaration during the International Atomic Energy Agency's (IAEA) 59th General Conference in Vienna

    During the IAEA's 59th General Conference, which is taking place at the organisation's headquarters in Vienna between 14 and 18 September, 2015, the 164 Member States will discuss the big issues linked to the use of nuclear energy and principally those related to non-proliferation. Within the context of the Luxembourg Presidency of the Council of the European Union, the Minister of Health, Lydia Mutsch, presented an EU declaration.

    On 10 and 11 September 2015, the Luxembourg Presidency of the Council of the EU hosted a conference in Mondorf-les-Bains on "Working Conditions of Tomorrow". Bringing together experts, decision-makers and social partners from the EU, the conference was dedicated to two European social pillars: health and safety at work, and, more generally, working conditions.

    Nicolas Schmit sets out the Council's position on the issue of precarious employment during a debate in the European Parliament

    On 9 September 2015, the Minister for Labour, Employment and the Social and Solidarity Economy, and President of the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO), Nicolas Schmit, spoke on behalf of the Council of the EU at the plenary session of the European Parliament in Strasbourg, during a discussion on the EU labour market. In the presence of MEPs, the Luxembourg Minister was asked to respond to a question on precarious employment submitted to the Council.

    Nicolas Schmit at the European Parliament in Strasbourg

    The Minister for Labour, Employment and the Social and Solidarity Economy, Nicolas Schmit, will attend the plenary session in the European Parliament in Strasbourg. He will represent the Luxembourg Presidency of the Council at the plenary meeting. On 9 September 2015, Nicolas Schmit will be present during the speech of the President of the European Commission on the state of the Union. He will answer on behalf of the Council. The Minister will also take part in the debate on migration and refugees in Europe and will reply to oral question on the precarious employment situation in Europe.
