    Greece: Council shows solidarity through faster mobilisation of EU funds

    On 16 September 2015, the Council's Permanent Representatives Committee backed a Commission proposal to help Greece maximise its use of EU funds and improve liquidity for boosting growth and creating jobs. The proposal's main objective is to address the lack of public funds available for much needed investments in Greece, and to ensure that the concerned European structural and investment funds deliver their benefits as rapidly as possible on the ground. The position agreed by the Council serves as a mandate for the Luxembourg presidency to hold discussions with representatives of the European Parliament.

    Climate conference - Carole Dieschbourg, Minister for the Environment, is due to be received by Pope Francis on 16 September 2015

    Carole Dieschbourg, president of the Council of Ministers for the Environment, is due to be received by Pope Francis on 16 September 2015. The Minister will lead an official delegation of around twenty environment ministers. As part of her role as the head of this delegation, she will deliver a common message to the head of the Catholic Church. The meeting with Pope Francis takes place within the context of preparations for the 21st United Nations Conference on Climate Change (COP 21), which will be organised in Paris in December.

    Climate Conference : Carole Dieschbourg received by Pope Francis

    Carole Dieschbourg, current President of the Council of Ministers for the Environment, was received by Pope Francis at the Vatican on September 16, 2015. The Minister headed an official delegation of around twenty EU Ministers of the Environment and in that capacity conveyed a common message for the head of the Catholic Church. During the audience, the delegates discussed Pope Francis's encyclical on the environment ("Laudato Si’"), the challenges of the Climate Conference and the Special Summit on Sustainable Development which will be held in New York at the end of September.

    On behalf of the Council, Fernand Etgen speaks before the European Parliament about the Commission's package of measures to help farming sectors in crisis

    On 16 September 2015, Fernand Etgen, Luxembourg's Minister for Agriculture, and President of the Agriculture Council, spoke on behalf of the European Council to MEPs sitting in plenary in Brussels, in a debate on the current crisis in the farming sector. Farmers are looking for "concrete responses" which "go beyond mere technical measures" and which "will ensure their sector remains viable", he said. During the debate, MEPs asked Phil Hogan, European Commissioner for Agriculture and Rural Development, for clarifications on the measures taken by the European executive to resolve the current crisis on the agricultural markets.

    25 years of Interreg - Call to further develop border regions and to reduce administrative obstacles

    The Luxembourg Presidency organised a conference dedicated to the 25th anniversary of the Interreg programme held on 15 and 16 September 2015 in Esch-Belval. The event allowed thirty speakers to review the history of Interreg and to present several examples of cross-border cooperation. Several of them stressed the importance of exchanging statistical data and reducing the administrative burden in order to improve the attractiveness of the programme.

    Relocation of 40 000 refugees from Greece and Italy agreed by Council

    The JHA Council adopted on 14 September 2015 a decision establishing provisional measures in the area of international protection for the benefit of Italy and Greece. This decision establishes a temporary and exceptional relocation mechanism over two years from the frontline member states Italy and Greece to other member states. It will apply to persons in clear need of international protection who have arrived or are arriving on the territory of those member states as from 15 August 2015 until 16 September 2017. Jean Asselborn, Luxembourg's Minister for Immigration and Asylum and President of the Council said: "I am delighted that the Council has now been able to adopt this Decision. This is an important political message".

    EUNAVFOR Med: Council adopts a positive assessment on the conditions to move to the first step of phase 2 on the high seas

    European Ministers responsible for Home Affairs or Immigration met in Brussels on 14 September 2015 for an extraordinary session of the Justice and Home Affairs Council devoted to the European Union's response to the current unprecedented levels of migratory movements and the refugee crisis it is currently experiencing. During this meeting, the Ministers established "an agreement in principle" on the proposed emergency relocation of 120,000 people in need of international protection, without going into detail about how these people will actually be distributed between Member States. The JHA Council also formally adopted its decision concerning the relocation in the EU of 40,000 asylum seekers who have arrived in Greece or Italy.
