    JHA Council - Ministers for Justice and Home Affairs reach an agreement on the relocation mechanism for asylum seekers

    At an extraordinary Council meeting on 20 July 2015, chaired by Jean Asselborn, the Luxembourg Minister for Immigration and Asylum, the Ministers for Justice and Home Affairs (JHA) of the EU Member States reached consensus on the distribution of asylum seekers in the Member States. The Ministers adopted a general approach for 32,256 refugees to be welcomed under the temporary relocation procedure which was proposed by the European Commission in its Agenda on Migration in May 2015. The procedure provides for the relocation of 40,000 migrants eligible for refugee status who are currently in Greece and Italy. Furthermore, the Ministers adopted the conclusions which anticipate the resettlement of 22,504 refugees from outside European territory.

    The informal meeting of Justice and Home Affairs Ministers in Luxembourg continued on 10 July 2015 with a section devoted to justice. At the press conference held after the meeting, Luxembourg's Minister of Justice, Félix Braz, who chaired the meeting, summarised the work with his counterparts. The three items on the agenda were the proposed Directive on the protection of the EU's financial interests, (known as the 'PIF' Directive), the European Public Prosecutor's Office and the revision of the 'Brussels II bis' Regulation.

    Informal JHA Council – Ministers agree to the resettlement of 20,000 refugees in the EU, but delay their decision on the relocation of 40,000 asylum seekers until 20 July, announces Jean Asselborn

    The second part of the informal meeting of Ministers of Justice and Home Affairs (JHA) from the Member States of the European Union (EU), which was held in Luxembourg on 9 July 2015, allowed Ministers to address migration issues and, in particular, the resettlement and relocation of 60,000 refugees and asylum seekers in the Member States. Ministers also discussed the wider Agenda on Migration set out by the European Commission, as well as the fight against migrant smuggling.

    António Guterres urges Europe to give a

    António Guterres, United Nations High Commissioner for Refugees (HCR), has asked Europe to give a "robust response" to the refugee crisis. He called on the EU Member States to develop "effective mechanisms" for showing solidarity, and to fully assume their responsibilities. He delivered his statement at a press conference in Luxembourg ahead of the first day of the informal meeting of Ministers of Justice and Home Affairs (JHA), who had gathered primarily to discuss the issues of immigration and the distribution of refugees.

    Informal JHA Council – If internal security remains the responsibility of the Member States,

    The informal meeting of the Ministers for Justice and Home Affairs (JHA), which was held in Luxembourg on July 9, dealt with matters related to internal security, namely the fight against terrorism, cyberterrorism and cybersecurity. During the press conference that followed the meeting, the Luxembourg Minister of Internal Security, Etienne Schneider, who chaired the meeting, also listed the Presidency's security priorities. He is convinced that if internal security remains the responsibility of the Member States, "the European Union is able to bring added value to the matter".

The discussions also addressed issues related to the relocation and resettlement of people to be protected in European countries.
